Monitoring, Evaluation & Learning Manager (m/f/d)

full time, permanent contract

Main Duties and Responsibilities:

  • Management and continuous improvement of HRNS’ global Monitoring, Evaluation and Learning (MEL) system including the KPI framework and reporting scheme
  • Supervision of headquarter MEL department
  • Coaching of regional MEL responsibles
  • Backstopping/support of (project) management on MEL relevant questions
  • Oversight over development of monitoring databases on COMMCARE basis
  • Data analysis and report writing on specific projects such as baseline reports or individual data projects
  • Development and improvement of MEL tools and methods
  • Oversight over external evaluations, including contract negotiation, selection process and implementation
  • Provide training for MEL teams globally for continuously updating and further developing capacities and qualifications
  • Basic revision of data protection related questions in cooperation with legal department
  • Coordination of IT related issues in cooperation with external service provider

Required profile:

  • Master’s degree in Economics, Social Science, Data Science or related field
  • Multiple years of experience in Monitoring & Evaluation preferably in rural development projects
  • Solid knowledge of data management in structured databases and data analysis
  • Proficiency in Office 365 applications, especially Excel
  • Experience in the following software packages is of advantage: COMMCARE, ODK applications such as SurveyCTO, ETL applications such as Alteryx, BI packages such as PowerBI and Tableau
  • Experience in leading teams
  • Experience in setting up cooperation agreements with external partners and monitoring their performance
  • Excellent language skills in German and English
  • Ability and willingness to travel to project locations
  • Analytical mindset and resilience
  • Strong teamplayer with communication skills and intercultural competence
